Dr. Mateusz Blocher
Senior Counsel, attorney-at-law
Joined SK&S in 2009. He specialises in financial regulations, with a particular focus on banking law, payment services, consumer credit and AML/CFT.
Mateusz advises banks and other financial institutions, including FinTech. He completed many deployment processes including those related to PSD2, PAD, EMD2, CCD, AMLD 3, 4 and 5 and DORA. He advises on compliance and the design of new products and services. Moreover, represents clients in proceedings before the Polish Financial Supervision Authority (KNF), the Polish AML/CFT FIU (GIIF), the President of the Office of Competition and Consumer Protection (OCCP) and the Financial Ombudsman, including enforcement proceedings.
He regularly supports the banking sector in implementing various European law solutions in the area of financial market regulation, including participation in legislative processes. Mateusz is the author of numerous academic publications on regulatory developments in banking. He defended his PhD in private law (payment services) at the University of Warsaw.
He has received individual honours in prestigious international rankings, including as a Rising Star (Legal 500) and Star Associate (Chambers FinTech Legal). In 2024, Dr. Blocher was awarded the Nicolaus Copernicus Medal by the Polish Bank Association for his contribution to the development and safe operation of banks in Poland.
He is a member of the Society of New Technology Law (SPNT).
Furthermore, he holds an AML/CFT officer certification.
